At the completion of the 5 Day course you will be able to:

  1. Interpret the work health and safety legislative framework and its relationship to the HSR.
  2. Identif key parties, legislative obligations and duties.
  3. Establish representation in the workplace.
  4. Participate in consultation and issues resolution.
  5. Represent members in the whs risk management process undertaken by the PCBU.
  6. Understand the process to issue a Provisional Improvement Notice (PIN) and directing the cessation of work.

CERTIFICATE

Upon successful completion of the course HSRs will receive COMCARE Statement of Training.

Teams/Zoom Participants

As a requirement to to complete the course remotely via Teams/Zoom. You must have a reliable internet connection, PC/Laptop or Mobile device with working camera, speaker and mic.

Language Requirements

Participants undertaking the Health and Safety Representative (HSR) course (Commonwealth) must have sufficient English language, literacy and numeracy skills to actively participate in training. This includes the ability to read and understand basic workplace health and safety information, communicate verbally in English during discussions, follow simple instructions, and recognise basic numbers relevant to WHS activities.

A Health and Safety Representative (HSR) is a worker elected to represent employees on work health and safety matters in a workplace covered by the Commonwealth WHS laws, administered by Comcare. HSRs act as a key link between workers and management to support consultation and improve workplace safety.

Any worker who has been elected as a Health and Safety Representative in a Comcare-regulated workplace is entitled to attend approved HSR training. This includes employees working for Commonwealth agencies, statutory authorities, and licensed self-insured organisations under the Commonwealth WHS Act.

While HSRs can be elected without completing training, approved training is required before an HSR can exercise certain powers, such as issuing a Provisional Improvement Notice (PIN). Employers must allow elected HSRs to attend approved training and support them in performing their role.

Once appropriately trained, a Comcare HSR may represent workers on safety matters, inspect the workplace, investigate complaints, request information about hazards, and assist in resolving WHS issues through consultation with the employer.

Initial Comcare HSR training is typically delivered over five days. Refresher training is generally one day and is available to HSRs to maintain and update their knowledge of Commonwealth WHS requirements.

Under Commonwealth WHS laws, the employer is responsible for the cost of approved HSR training, including course fees and paid time to attend. This ensures workers can perform their HSR role without financial disadvantage.

Comcare HSR training applies only to workplaces covered by Commonwealth WHS legislation. State-based HSR training (such as NSW or other state regulators) is not interchangeable with Comcare training. Workers must complete training approved for their specific jurisdiction.
