ABOUT THIS COURSE

A Forklift Licence (TLILIC0003 — Licence to Operate a Forklift Truck) is a High Risk Work Licence required to legally operate a forklift in any Australian workplace. Under the Work Health and Safety Act 2011, operating a forklift without a current licence is illegal and can result in significant penalties for both the operator and employer.

Advance OHS (RTO 91534) delivers TLILIC0003 forklift training at our fully equipped Villawood facility, complete with an on-site forklift yard. Our 2–3 day course combines theory with extensive hands-on forklift operation to prepare you for the SafeWork NSW licensing assessment. Course fee of $470 includes the SafeWork NSW assessment fee — no hidden costs.

Language Requirements

Getting your forklift licence in NSW involves 3 steps:

1. Before the course — Get your AEN code
Create or log in to your MyServiceNSW account and apply for your Assessment Enrolment Number (AEN) at Service NSW

You will need your AEN before you can sit the assessment at Advance OHS.

2. At Advance OHS – Complete training and assessment
Complete your 2–3 days of forklift training at our Villawood facility and pass the official SafeWork NSW practical and written assessment. On passing you will receive your Notice of Satisfactory Assessment (NSA). Keep this document safe.

3. After passing – Submit to Service NSW
Log back into your MyServiceNSW account within 60 days of passing, submit your NSA test papers and pay the government processing fee. Your High Risk Work Licence card will be issued by SafeWork NSW. The licence is valid for 5 years.

⚠️ Important: Do not miss the 60-day window to submit your NSA — if it expires you will need to resit the assessment. Advance OHS will provide full guidance on the submission process after your assessment.

ID REQUIREMENTS

HRWL (High Risk Work Licence) courses have specific identity verification requirements set by SafeWork NSW.

To enrol in your HRWL assessment, you must have a MyServiceNSW account and provide two documents from the ServiceNSW identity document list.

At the start of your assessment, the assessor must sight one acceptable photo ID from the following:

  • Australian Passport (expired up to 2 years accepted)
  • Australian ImmiCard (expired up to 2 years accepted)
  • NSW Driver Licence (expired up to 5 years accepted)
  • Driver Licence — other Australian state/territory (expired up to 2 years accepted)
  • NSW Photo Card (expired up to 5 years accepted)
  • Foreign Passport (must be current)

USI (Unique Student Identifier)

As you are undertaking nationally recognised training, you need a USI in order to receive your qualification or statement of attainment. If you don’t have a USI you will not receive your qualification or statement of attainment. Please apply for your USI prior to attending the course here.

Assessment Process

This course is delivered face-to-face only at our Villawood training facility. The course duration is usually 2 days with 1 day assessment. Shorter duration is available for those with experience.

Language Requirements

You are expected to be able to recognise numbers, verbally communicate basic safety information and follow basic safety information in English. If your require assistance please contact our staff prior to enrolment. Following enrolment you will be provided with a simple language assessment to determine if this course is appropriate to your language and literacy level.

Yes, you must hold a current National High-Risk Work Licence (HRWL) to legally operate a forklift at work in Australia. This requirement applies under model Work Health and Safety (WHS) laws across all workplaces, including warehouses, construction sites, and manufacturing facilities, even on private property. A standard car driver’s licence is not sufficient.
